As Nate said last night - "Do they not have an economy major in all of Hawaii? Or a history major, for that matter?"
It isn't as bad as I thought at first - the price isn't a hard cap and changes weekly (allowing the wholesale trade of gas at up to 28 cents per gallon more than the average of three mainland markets), but still the idea that they would try to stick their fingers into this makes me nervous.
