Vermont put up "Buckle up in Vermont. It’s the law" signs in the middle of nearby states. Why? Because they requested federal money to spend on billboards ... knowing full-well that Vermont bans billboards.
Did they send the money back? Not on your life. Nope, they just found some available billboards in neighboring states and stuck them there.
